Senator Ray Seigfried, prime sponsor of SB 134, played a key role in shepherding this legislation through the Senate and into law. SB 134 modernizes the definition of “reverse auctions” under Title 29 of the Delaware Code, limiting their use in state procurement to professional services related to pharmaceuticals or pharmacy benefit management.
Working in collaboration with Senator Bryan Townsend and Speaker Melissa Minor-Brown, Sen. Seigfried was able to refine and advance the bill through to its signing in July 2025. His leadership ensured that the bill remained focused on transparency and appropriateness in procurement practices, rather than broad expansion of reverse auctions.
