WHAT: Following a series of hearings held last year by a joint special committee to examine Delaware’s property reassessments, lawmakers introduced two bills this week that will be considered by the Senate Executive Committee during today’s committee hearing.
The first is Senate Bill 228, sponsored by Sen. Dan Cruce, which would grant the Office of Finance for New Castle County authority to conduct a quality control review of large, non-residential tax parcels to ensure they were accurately assessed. SB228 would further enable New Castle County to correct valuation errors it may find as part of this quality control review process.
The second is Senate Bill 230, sponsored by Sen. Spiros Mantzavinos, which would grant subpoena power to counties so finance officials could more efficiently access documentary evidence germane to various methods of assessing the fair market value of real property.
Taken together, these bills will equip New Castle County with expanded authority to better identify and swiftly correct certain inequities in the reassessment process, bringing more equity and fairness to the county’s property tax rolls in FY2027 and beyond.
