Senate Bill 139 puts the power back into the bands of survivors by strengthening protections and rights for victims of sexual assault. This legislation expands the rights for victims of sexual assault by codifying sexual assault kits (SAK) testing policies and enacting the recommendations of the Victims’ Bill of Rights (VBR) Committee – giving survivors the right to information regarding the location, status, and preservation of evidence connected to their case. 

Not only does this support victims, but it also brings Delaware procedures into alignment with national standards. SB 139 was supported unanimously across all four caucuses, showcasing the General Assembly’s compassion and commitment towards helping those who have endured assault.
