Senate Bill 200

The Joint Committee on Capital Improvement (Bond Committee), composed of members from both the House and Senate, successfully passed SB 200 as part of the FY 2026 Bond and Capital Improvements Act. 

Introduced by Senator Jack Walsh, chair of the Bond committee, SB 200 authorizes over $977 million in capital investments for the state. These funds will support 2026 projects that aim to improve infrastructure, state facilities, education, and economic development. 

The breakdown of the bill is as follows:

  • $212.6 million for statewide transportation projects
  • $211.2 million for K-12 school construction and maintenance
  • $240.3 million for state buildings, including IT upgrades and repairs at correctional facilities
  • $90 million for Delaware colleges and universities
  • $77.3 million for economic development, including investments in Dover and Wilmington
  • $72.1 million for natural resource projects, like beach replenishment, park upgrades, and water quality improvements
  • $60 million will go towards housing, libraries, and other local community needs
  • $20 million from transfer tax revenues will be set aside for preserving farmland and open space

These projects are for the betterment of all Delawareans, and will be a reflection of what our state urgently needs in 2026.
