As a member of the Health and Social Services Committee, Sen. Huxtable introduced legislation to expand protections for individuals living in long-term care facilities. Senate Bill 83 updates Delaware’s Long-Term Care Residents’ Bill of Rights by protecting residents from discrimination, and extends visitation and room-sharing rights for domestic partners – ensuring those relationships are recognized equally under state law.
Working with the Department of Health and Social Services, this legislation helps to notify residents of changes to their rights, and requires training for staff that updates them on proper processes and resident protections.
This legislation received strong bipartisan support in both chambers and was signed into law in 2025.
