Senate Joint Resolution 7

In an effort to bring more accountability, transparency, and cost control to the State Employees Benefits Committee’s (SEBC) relationship with Pharmacy Benefits Managers (PBMs), Senator Ray Seigfried introduced SJR 7 to the legislature. 

From the beginning of this legislation’s journey, Senator Seigfried ensured the resolution would require that SEBC not only consider, but actively put forward strategies such as: full drug cost transparency, creation of an independent Pharmacy and Therapeutics committee, audits, interstate compacts, and bidding based on lowest pricing sources rather than average wholesale price. 

After Governor Matt Meyer’s signature in August 2025, this legislation became effective law, directing SEBC to report on any implementation challenges in carrying out these policies for more affordable prescription drug coverage for state employees and retirees.

This legislation underscores Senator Seigfried’s commitment to protecting Delawareans from rising healthcare costs and making state benefits more accountable and transparent.
