MIDDLETOWN To highlight the impact of the latest round of Delaware Community Investment Venture Fund (DCIVF), Senator Darius Brown toured Neoteric Vitality Primary Care and Aesthetics along with Middletown Rep. Sherae’a Moore, Bank Commissioner Lisa Collison, and funders from Pursuit.

In 2023, Sen. Brown championed Senate Bill 83 which established the DCIVF to expand access to resources and capital for entrepreneurs and small business owners across Delaware. This initiative functions through state partnerships with credit unions and financial institutions that bring support to local businesses.

“When we invest in Delaware entrepreneurs, the impact can extend far beyond their business,” said Sen. Brown. “These investments create more jobs, stronger communities, and services that improve lives. Dr. Wallace’s work is a great example of what can happen when we give entrepreneurs the opportunities to build on their potential. This is what SB 83 was designed to accomplish, and I’m proud to see the DCIVF continue to make tangible differences within the communities across our state.”

The visit provided an opportunity for Sen. Brown and other state and community partners to hear directly from Dr. Janika Wallace about the ongoing work at Neoteric Vitality, a practice that focuses on primary care and aesthetic services that promote health and wellness.

“Our expertise is rooted in providing quality care to our patients. So when it comes to funding, we are grateful for the support,” said co-founders Dr. Janika Wallace and Nurse Practitioner Keyma Jones of Neoteric Vitality. “We are extremely grateful for opportunities that the Delaware Community Investment Venture Fund have provided us, and for our partnership with Pursuit. Their belief in our practice has helped us grow and expand our service to the Middletown community.”

Since 2024, Dr. Wallace and Nurse Practitioner Jones have worked together at this site to provide personalized, quality care to their patients and help them overcome barriers they may face in the healthcare ecosystem. They provide added flexibility to their patients by removing existing gaps within healthcare, expand access to primary care, and focus on preventative care and measures.

“Every time a business opens, hires new employees, or fills a need within a town, those actions have a positive ripple effect within a community,” said Mike Rossi, Vice President of Business Development at Pursuit. “Small business owners wear so many hats. They have to learn to run every aspect of a business, from accounting to marketing and everything in between. At Pursuit, our goal is to give clients resources and experts who will help guide them along the way. When it comes to looking for financing in particular, that process can be intricate and time consuming, so having a trusted partner is essential to success.”

The partnership with Pursuit is an example of the collaborative effort that the DCIVF created within the state, bringing together public resources and lending partners to help address the obstacles with small business financing.
