Do you have questions about the New Castle County reassessment process?
Please note that the property reassessments were ordered statewide by Delaware Chancery Court in 2020 — this was not a law passed by the state legislature. In New Castle County, our properties have not been reassessed since 1983, and the Court found each county’s taxing system to be unconstitutional and not in compliance with state law.
In 2023, the General Assembly did subsequently pass legislation (House Bill 62) requiring that statewide assessments take place at least once every five years to ensure that we do not have a 40 year gap going forward. In fact, most jurisdictions across the country are doing “rolling reassessments” that are conducted every 3 to 5 years.
The assessment process is intended to be revenue neutral. New Castle County has committed to raising no additional revenue with this reassessment. Please understand that the valuation of your property at a higher amount does not mean that your taxes will multiply by a corresponding amount.
The reassessments were conducted by a New Castle County contractor, Tyler Technologies, and a data mailer was sent to property owners earlier this year. This mailer contained a list of characteristic information about the parcel that was observed during a physical inspection. There was an opportunity to email or mail the mailer back if there was an error or something was missed.
